Since the draft Estimates were printed I have decided to seek approval of the construction of a vessel to replace S. S. "Kau Sing" and also of a new Governor's launch in replacement of "Britannia" at estimated costs

If these are of $375,000 and $40,000 respectively.

approved in due course the estimated deficit for 1939 will be increased to $2,820,435.
